Clean with silver center with gold highlights around the cherry blossom. The range finder is also in gold gilt. This particular one is the 九一式対空測遠器眼鏡 (Kyuu Ichi-shiki Taikuu Sokuen-ki Gankyou) - literally, Type 91 Surface-to-air Long-range Spectacles . Artillery observer badges were first instituted in 1895 as a crossed telescope design, which evolved with the instrument used. This is the 3rd generation badge.
